Data Quality Framework Change History

2025/26 Changes

The following changes have been applied to the 2025/26 Data Quality Metric Framework:

  1. CWAY1 title is updated to better reflect what is being tested.
  2. CWAY4 importance is reduced to Moderate to reflect ONRC being replaced by ONF.
  3. CWAY8 description is updated to show the metric is for Street Categories and the metric becomes Information Only.
  4. CWAY9a and CWAY9a metrics are new. These test that the ONF General Traffic and ONF Freight classes are assigned across the network.
  5. ESTIM2a/b/c ONRC-based metrics become Information Only.
  6. ESTIM6a/b/c metrics are new. These will replace the ESTIM2a/b/c metrics and test the estimates for the ONF General Traffic classes.
  7. HSD, RUTTING and ROUGH metrics have all been removed.
  8. CCDC1a and CCDC1b are new metrics. These check the coverage of CCDC survey results across the network.
  9. SURF2 will ignore Cape Seal and EnviroShield surfaces and Slurry will be treated as AC.

Extended Descriptions

The extended descriptions (including the purpose and consequence statements and specific comments) are updated regularly to provide more specific guidance on each metric as well as the impact of AMDS, CCDC, ONF etc.

 

2024/25 Changes

The following changes have been applied to the 2025/26 Data Quality Metric Framework:

Unchanged metrics

These metrics will NOT change for 2024/25: COUNT2, CRASH1, CRASH2, CWAY2a, CWAY2b, CWAY4, CWAY7, CWAY8, ESTIM1, ESTIM2a, ESTIM2b, ESTIM2c, ESTIM4, ESTIM5, MAINT1, MAINT2, MAINT3, MAINT4, MAINT6, SURF1a, SURF1b, SURF3, and TREAT1.

All other metrics have been changed for 2024/25.

Information Only metrics

A range of metrics are set to Information Only for 2024/25. The results are calculated and shown for these metrics, but the results will not contribute towards the score and the summaries on the Data Quality Dashboard.

There are different justifications for a metric being Information Only:

  1. RCAs have minimal or no ability to influence or manage the data that the metric tests. For example, the CCDC project will manage the collection and loading of HSD data, this will not be under the control of the RCA. The AMDS network model project defines the centrelines that are loaded into the RAMM databases, rather than RCAs managing their own centrelines.
  2. AMDS introduces tighter validation of data which means migrated RCAs may report disproportionately higher results than non-migrated RCAs for some metrics. While the migrations are continuing, metrics significantly affected by this will continue to be reported but will not influence the score.
  3. A range of metrics test that asset data is being added on the assumption there are ongoing new network developments and that regular renewals are continuing to be carried out. In some of these cases, RCA or market financial constraints will make the likelihood of this low. These metrics will continue to have their results reported but the RCAs' scores will not be influenced by financial constraints in their area.

The following metrics are Information Only for 2024/25: CWAY1, CWAY6a, CWAY6b, DRAIN2, FOOT2, HSD1, HSD2, HSD3, LIGHTS3, RAIL2, RATING1, RATING2, RETAIN2, ROUGH1, ROUGH2, SIGNS3, and SWC2.

This list will be reviewed each year.

Alignment between AMDS and pre-AMDS

AMDS introduces significant changes for some asset types that are covered in the 2024/25 metric changes, for example:

  • Lights (luminaires) in AMDS do not have to be attached to a bracket (outreach) or pole.
  • The northing and easting locations are not part of the AMDS standard so no assets in an AMDS database can be expected to have this data.
  • All asset types under AMDS use the standard owned by and sub organisation structure to define ownership. Pre-AMDS, some asset types such as signs and streetlights did not use the RAMM asset owner standard.
  • AMDS introduces a series of asset statuses including "pre- In Use" (design and as-built) statuses. Asset Inventory metrics are being updated to only report on In Use (and where applicable, replaced) assets, as RCAs using AMDS are beginning to use the early life statuses in RAMM.  
  • AMDS introduces new minimum and maximum values for some attributes, and makes some attributes mandatory that were previously optional.
