Q. Should I fill in a Competency Assessment Framework survey?
A. The Survey is relevant for anyone involved in the management of transport assets in the New Zealand Transport sector. If this applies to you, you should fill in the self-assessment.
How to get to the survey(s)
Q. Where do I go to fill in a Competency Assessment Framework survey?
A. The survey is accessible from Transport Insights. Once in Transport Insights, click menu item [Competency Assessment] then select the desired survey. The first time you go to the Competency Assessment page, you will be asked to enter your profile data. Once you have entered your profile, you can complete the survey.
Q. How does someone get to the site if they do not have access to Transport Insights?
A. If you already have a login to Transport Insights, you can go directly to the Competency Assessment page. If you are not already registered for Transport Insights, click the the Competency Assessment menu item and click the [Register here] link. Once you have completed the registration, you can login to the Competency Assessment screen.
Q. Why do I need to have an email address and password to get onto Transport Insights?
A. Transport Insights is a cloud-based platform that stores personal information. The site requires a registered username and password to ensure everyone’s private data remains secure, and that people can only see what they are authorised to see.
Q. Why do I need to fill in personal information before I can complete the self-assessment?
A. The demographic information you enter will be summarised in sector reporting. Your personal details will not be distributed to any third party without your knowledge. See the Competency Assessment Privacy statement within the Competency Assessment pages for more details.
Q. My profile information has changed. Can I update it?
A. You can update any of your profile information at any time by clicking the [My Profile] option at the top of the Competency Assessment page.
Filling in the survey
Q. How long will it take to complete the Asset Management Competency Framework self-assessment?
A. Allow a reasonable amount of time to complete the assessment the first time. The assessment has 8 sections, with each section having multiple sub-sections.
Q. How long will it take to complete the Procurement Competency Framework self-assessment?
A. Allow a reasonable amount of time to complete the assessment the first time. The assessment has 7 sections, with each section having multiple sub-sections.
Q. Do I have to answer all questions in the assessment?
A. All questions must have an answer before the assessment can be submitted. You do have an option to set all questions in a section to Not Applicable, for any sections that are not relevant to your role. All other questions must be answered by you before you can submit the assessment.
Q. Do I have to complete the assessment in one sitting?
A. No. There is a Save Draft option in the assessment. If you click on this, it will save your responses to that point.
Q. What if I leave the survey screen without Saving as draft or Submitting?
A. Changes are not automatically saved. If you leave the survey screen without clicking the [Save Draft] or [Submit] buttons, your changes will be discarded. This includes if you move to a different screen within Transport Insights.
Q. How do I know I have responses that need to be saved?
A. A message will show on the survey page that “You have unsaved changes“, and the [Save Draft] buttons will be activated at the top and bottom of the page.
Q. I have answered all the questions but the Submit button is not enabled. Why?
A. You will only be able to click the Submit button when every question has a response. Any section and subsection in the list that still shows as grey has one or more questions with no response. Once all the questions in a section have an answer, the section shows a tick and will no longer be grey.
Q. What if I need to make changes after I have submitted the form? Do I have to fill in a complete new form?
A. The assessment is a running record of your Competency Assessment capability. You can return to the survey at any time and update the survey responses. You do not need to start a new questionnaire every time. The screen will also tell you when you last submitted a change to the survey.
Reports
Q. How do I see the reports from the survey?
A. The reports are on a Report page. You can only see this page once you have submitted your survey. Once your survey is submitted, click the [Report] option at the top of the page or the [See my report] button on the Competency Assessment home page.
Q. What reporting does the system show?
A. Currently you can see two graphs when you have completed your survey. The first graph shows your section results you have entered on a radar diagram. The second graph shows how your section summaries compare with others in your role. You can change the role to see how your results compare with different roles or with the entire sector. Other graphs may be added over time.
Q. When I update my assessment, does it change the reports?
A. The Report page summarises all responses in your latest submitted assessment. When you submit changes to your assessment, the changes will reflect in the Report page. If you only save the changes as draft, the changes will not show up in the Report page until they are submitted.
Q. How do my N/A responses affect the reports?
A. The reports show the average of all your responses in each section including Not Available (N/As). Each N/A counts as a zero value. The average represents your capability across all aspects of the section irrespective of which aspects are relevant to your current role.
